When concluding a compulsory insurance contract civil liability owners Vehicle(OSAGO) Insurance Company is obliged to use AIS information on previous periods of insurance to confirm the validity of the application bonus-malus ratio (BMF)- coefficient affecting the cost of the policy (increasing or decreasing depending on the accident rate in previous periods).
To date, 15 classes of driver insurance have been established, providing for the use of appropriate coefficients. *

The Bank of Russia issued Ordinance dated September 19, 2014 No. 3384-U “On the limits of basic rates of insurance rates and coefficients of insurance rates, requirements for the structure of insurance rates, as well as the procedure for their application by insurers when determining the insurance premium for compulsory insurance of civil liability of vehicle owners”(hereinafter referred to as the Instruction) registered by the Ministry of Justice Russian Federation September 30, 2014 No. 34187.
The instruction sets the minimum and maximum values of the base rate insurance rate(“tariff corridor”), coefficients of insurance tariffs, including the coefficient providing for the possibility of driving a vehicle with a trailer to it.
The document defines the requirements for the structure of insurance rates, as well as the procedure for their application by insurers when determining the insurance premium for OSAGO. The maximum increase in base rates will be 30% of the current levels, and the size of the "tariff corridor" is estimated at 5.2 percentage points downward from the maximum value.
Insurance organizations will determine the amount of the basic insurance rate within the "tariff corridor" independently for each category of vehicle, depending on the territory of its primary use. The document setting the size of the basic insurance rate must be posted on the insurer's website on the web. The Ordinance will come into effect from the date of declaring invalid the Decree of the Government of the Russian Federation dated 08.12.2005 No. 739 “On Approval of Insurance Tariffs for Compulsory Insurance of Civil Liability of Vehicle Owners, Their Structure and Procedure for Application by Insurers When Determining the Insurance Premium”.
In accordance with the law, from October 1, 2014, the maximum amount of insurance payment under OSAGO in terms of causing damage to the property of one victim is increased from 120 to 400 thousand rubles. The level of maximum allowable wear for components (parts, assemblies and assemblies) to be replaced when restoration repair, decreases from 80% to 50%.

1. This Instruction, based on Article 8 of the Federal Law of April 25, 2002 No. 40-FZ “On Compulsory Insurance of Civil Liability of Vehicle Owners” (Sobraniye Zakonodatelstva Rossiyskoy Federatsii, 2002, No. 18, Art. 1720; 2003, No. 26, Art. 2566; 2005, No. 1, item 25; No. 30, item 3114; 2006, No. 48, item 4942; 2007, No. 1, item 29; No. 49, item 6067; 2008, No. 30, item 3616; No. 52, item 6236; 2009, No. 1, item 17; No. 9, item 1045; No. 52, item 6420, item 6438; 2010, No. 6, item 565; No. 17, item 1988; 2011, No. 1, item 4; No. 7, item 901; No. 27, item 3881; No. 29, item 4291; No. 49, item 7040; 2012, No. 25, item 3268; No. 31, Article 4319, Article 4320; 2013, No. 19, Article 2331; No. 30, Article 4084; 2014, No. 30, Article 4224) (hereinafter - the federal law"On Compulsory Insurance of Civil Liability of Vehicle Owners") establishes the limits on the basic rates of insurance tariffs (their minimum and maximum values expressed in rubles) (Appendix 1 to this Instruction), coefficients of insurance rates (Appendix 2 to this Instruction), requirements for the structure of insurance rates (Appendix 3 to this Direction), as well as the procedure for their application by insurers when determining the insurance premium under a contract of compulsory civil liability insurance of vehicle owners (hereinafter referred to as compulsory insurance) (Appendix 4 to this Directive).
2. This Instruction is subject to official publication in the Bulletin of the Bank of Russia and, in accordance with the decision of the Board of Directors of the Bank of Russia (minutes of the meeting of the Board of Directors of the Bank of Russia dated September 16, 2014 No. recognizing invalid the Decree of the Government of the Russian Federation dated December 8, 2005 No. 739 “On approval of insurance rates for compulsory insurance of civil liability of vehicle owners, their structure and procedure for applying by insurers when determining the insurance premium” (Collected Legislation of the Russian Federation, 2005, No. 51, 5527; 2007, No. 26, article 3194; 2008, No. 9, article 863; 2009, No. 11, article 1320; 2011, No. 29, article 4495; 2012, No. 50, article 7055).
The coefficients of insurance rates indicated in lines 12 - 12.2 and 80 of the table of paragraph 1 of Appendix 2 to this Direction shall apply from January 1, 2015.

Information about previous treaties compulsory insurance (including early terminated) required to determine the class of the owner of the vehicle (driver) can be obtained from the automated information system compulsory insurance established in accordance with Article 30 of the Federal Law "On Compulsory Insurance of Civil Liability of Vehicle Owners", unless otherwise established by Bank of Russia Regulation No. 431-P dated September 19, 2014 "On the Rules for Compulsory Insurance of Civil Liability of Vehicle Owners", registered by the Ministry of Justice of the Russian Federation in 2014 (hereinafter referred to as information).
4. Under a compulsory insurance contract that does not provide for limiting the number of persons allowed to drive a vehicle, the class is determined on the basis of information regarding the owner of the vehicle in relation to the vehicle specified in the compulsory insurance contract, as well as the class that was determined at the conclusion of the latter compulsory insurance contracts. The class is assigned to the owner of the vehicle specified in the compulsory insurance contract. In the absence of information (previously concluded and expired (terminated) contracts) in relation to the owner of the vehicle in relation to the vehicle specified in the compulsory insurance contract, the owner of this vehicle is assigned class 3.
5. Under a compulsory insurance contract that provides for limiting the number of persons allowed to drive a vehicle, and driving this vehicle only by drivers specified by the insured, the class is determined based on information in relation to each driver. A class is assigned to each driver who is allowed to drive a vehicle. In the absence of information, the specified drivers are assigned class 3. If the previous compulsory insurance contract was concluded on terms that did not provide for limiting the number of persons allowed to drive the vehicle, then the information provided is taken into account only if the driver was the owner of the vehicle.
6. When submitting information regarding a driver under several compulsory insurance contracts, the class is determined based on the summation of the number of insurance indemnities contained in the information on previous compulsory insurance contracts that ended no more than one year before the date of conclusion of the compulsory insurance contract, as well as the class that was determined at the conclusion of the last expired compulsory insurance contract.
7. For compulsory insurance contracts that provide for limiting the number of persons allowed to drive a vehicle, the insurance rate is calculated using the maximum value of the CBM coefficient determined in relation to each driver allowed to drive a vehicle.
8. If information is provided under a compulsory insurance contract that was terminated ahead of schedule, then information on insurance indemnities made during the term of the early terminated compulsory insurance contract is taken into account when concluding a compulsory insurance contract for new term.
9. In the absence of insurance indemnities during the term of the early terminated contract, when concluding a compulsory insurance contract for a new term, the class that was assigned to the owner (if the compulsory insurance contract does not provide for limiting the number of persons admitted to driving a vehicle) or the driver (if the compulsory insurance contract provides for the restriction of persons admitted to driving a vehicle) when concluding an early terminated compulsory insurance contract.
10. To determine the class, information on compulsory insurance contracts that ceased to be valid no more than one year before the date of commencement of the insurance period under the compulsory insurance contract is taken into account.
3. Coefficient of insurance rates, depending on the availability of information on the number of persons admitted to driving a vehicle (hereinafter referred to as the coefficient KO).
4. Coefficient of insurance rates depending on the age and length of service of the driver admitted to driving a vehicle (hereinafter referred to as the coefficient of FAC).
Notes:
1. If in insurance policy more than one person admitted to driving a vehicle is indicated, the insurance premium is calculated maximum ratio PIC, determined in relation to persons admitted to driving a vehicle.
2. When determining driving experience, data is used driving license on the date of obtaining the right to drive a vehicle of the corresponding category.
3. If the compulsory insurance contract does not provide for a limitation on the number of persons admitted to driving a vehicle (coefficient KO - 1.8), then the coefficient KVS - 1 is accepted.
5. Coefficient of insurance rates depending on specifications vehicle, in particular the engine power of a passenger car (vehicles of category "B", "BE") (hereinafter referred to as the KM coefficient).
Note. When determining the engine power of a vehicle, the data of the vehicle passport or vehicle registration certificate are used. If these documents do not contain data on the engine power of the vehicle, the relevant information from the catalogs of manufacturers and other official sources is used. If the engine power is indicated in the vehicle passport only in kilowatts, then when converted to horsepower the ratio 1 kW = 1.35962 hp is used.
6. Coefficient of insurance rates, depending on the presence in the contract of compulsory insurance of a condition providing for the possibility of driving a vehicle with a trailer to it (hereinafter referred to as the KPR coefficient).

9. If there are violations provided for in paragraph 3 of Article 9 of the Federal Law "On Compulsory Insurance of Civil Liability of Vehicle Owners", the KN coefficient - 1.5 is applied.

The procedure for applying insurance rates by insurers when determining the insurance premium under a compulsory insurance contract
1. The amount of the basic insurance rate is determined by the insurer independently for each category of vehicle, depending on the territory of the primary use of the vehicle, within the values established by Appendix 1 to this Direction.
In accordance with paragraph 3 of Article 5 of the Federal Law "On Compulsory Insurance of Civil Liability of Vehicle Owners", a change in the amount of the basic insurance tariff does not entail a change in the insurance premium paid by the insured at the basic insurance tariff in force at the time of payment, under the compulsory insurance contract within its validity period.
An insurance organization is obliged to notify the Bank of Russia in writing of the approved base insurance rate within three working days from the date of approval.
The document establishing the size of the basic insurance rate shall enter into force from the date of its approval and shall be posted on the official website of the insurer in the information and telecommunications network "Internet" within three working days from the date of approval.

3. In case of compulsory liability insurance of owners of vehicles registered in foreign countries and temporarily used on the territory of the Russian Federation, the following coefficients are applied to calculate the insurance premium:
- CT - 1.7;
- KBM - 1;
- KVS - 1.7 - for vehicles owned by right of ownership or otherwise individuals, 1 - for vehicles owned or otherwise owned by legal entities;
- KO - 1 - for vehicles owned or otherwise owned by individuals, 1.8 - for vehicles owned or otherwise owned by legal entities.
The KM coefficient is determined in accordance with clause 5 of Appendix 2 to this Instruction.
The KP coefficient is determined in accordance with paragraph 8 of Appendix 2 to this Directive (it is also used for compulsory insurance for the period of travel to the place of registration of the vehicle, as well as to the place of the technical inspection of the vehicle and the repeated technical inspection of the vehicle).
The KPR coefficient is determined in accordance with paragraph 6 of Appendix 2 to this Instruction.
4. The KN coefficient is applied by insurers when concluding a compulsory insurance contract for the year following the period in which the insurer became aware of the commission of actions (inaction) provided for in paragraph 3 of Article 9 of the Federal Law "On Compulsory Insurance of Civil Liability of Vehicle Owners" if the vehicle specified in the insurance policy from the owner specified in the insurance policy.
5. The maximum amount of the insurance premium under the compulsory insurance contract cannot exceed 3 times the amount of the basic insurance rate, adjusted depending on the territory of the predominant use of the vehicle, and when applying the KN coefficient provided for in clause 9 of Appendix 2 to this Direction, its 5- multiple size.

New insurance rates for OSAGO have been established. They were developed in connection with an increase in the limit of payments in case of an accident.
In order to create competition between insurance companies, minimum and maximum dimensions base rates. On average, basic tariffs increased by 23-30%. Thus, the basic tariff for citizens driving vehicles of category "B" will vary from 2,440 to 2,574 rubles. (previous tariff - 1,980 rubles).
The size of the coefficients of insurance rates (depending on the territory and period of use, the availability of insurance payments, the number of persons admitted to driving, the age and experience of the driver, engine power, insurance period) have not changed. From January 1, 2015, the "territorial" coefficients established for the Republic of Crimea and Sevastopol are applied.
At the same time, a new coefficient has been introduced depending on the presence in the OSAGO agreement of a condition on the possibility of driving a vehicle with a trailer to it.
Insurance companies must notify the Bank of Russia in writing of the approved base insurance rate and post the established rates on their websites within 3 working days after their approval.
Changing the basic insurance rate during the period of validity of the OSAGO agreement does not entail the obligation of the car owner to pay an additional insurance premium.
New tariffs are put into effect from the moment the old ones are declared invalid.
