In the biography of Andrzej Malchevsky, there was success, and career growth, and a sentence with a colony. Mosoblbank founder Andzhey Malchevsky died in prison Public and political activities

The businessman was sentenced to four years in prison for embezzling about 70 billion rubles. During the reorganization of the Mosoblbank group by SMP Bank, its ex-owners, the Malchevskies, transferred almost all of their assets to the owners of the SMP Rotenberg

The founder of Mosoblbank, entrepreneur Andrzej Malczewski, died in a hospital at the colony, where he was serving a four-year sentence. RBC was informed about this by his lawyer Andrei Solomenny.

“He died in the hospital at the colony. He felt unwell, he was transferred to the hospital. I will not comment on [the cause of death] now, because the documents have not yet been received, the autopsy is today. So far, only this information, "- said Solomenny, adding that the businessman" died of illness. " “There is no data on violent death,” explained Strawny.

The death of Malchevsky RBC was also confirmed in the national equestrian park "Rus", which previously belonged to the structures of the entrepreneur.

“Yes, he died on the 16th,” a park employee said, without specifying the place and date of the funeral and information on the cause of death.

The press service of the Federal Penitentiary Service of Russia for the Ryazan Region told RBC that Malchevsky went to the colony's medical unit on June 13 with complaints of poor health. “During the examination, no traces of violence or poisoning were found,” the press service said. “On the same day, the convicted Malchevsky was urgently hospitalized in the Ryazan regional clinical hospital... However, the patient's condition did not improve. He died on June 16, ”the UFSIN added.

The founder of Mosoblbank was convicted in 2016. Izmailovsky District Court of Moscow for four years in prison general regime having found guilty in the embezzlement case Money on an especially large scale. According to the Prosecutor General's Office, top managers credit institution withdrew from the bank 68 billion rubles.

To withdraw funds to Mosoblbank was: he performed operations on deposits necessary to distort the reporting.

Since May 2014, the Mosoblbank group has been under reorganization by SMP Bank, the controlling stake of which belongs to the brothers Arkady and Boris Rotenberg. During the reorganization, Andrzej and his son Alexander Malchevskys handed over to the Rotenbergs: the Malchevskies controlled Mosoblbank through the Republican Financial Corporation, which included more than 30 companies. Andrzej Malczewski also controlled the Finholkom Group bank holding, which included the Rus national equestrian park, the Borisov oil refinery, the STS-Media publishing house and the Investment Development Agency.

Where did the money of Mosoblbank depositors go?

The promised twenty minutes, for which it is possible to drive 15 km from the Moscow Ring Road along the Kashirskoye Highway to the equestrian park "Rus", turned into Saturday morning at ten o'clock. The first thing that catches your eye is a huge administrative complex built in the style of ancient Russian chambers. There is a small zoo nearby, and behind it are sports arenas. Not far from the beach, for which Spanish sand was specially ordered. There is even a small circus on the territory. All this fiefdom already former owner Mosoblbank (MOB) Andrzej Malczewski. Several years ago, as they say, with the money of Mosoblbank, he equipped this equestrian park on an area of 250 hectares. They say that the idea of the equestrian park belongs to the former speaker of the State Duma, the ex-head of the Russian Equestrian Federation, as well as the chairman of the board of directors of Mosoblbank Gennady Seleznev. "In the mid-2000s, Malchevsky worked in the State Duma," explains the interlocutor of "Ko". “It was out of love for horses that he got along with Seleznyov, and after the speaker resigned, he invited him to his bank in 2009”.

“Gennady Seleznev is a famous horseman. He takes part as a member of the jury in many competitions, keeps his own show jumping horses, ”says Valery Mishchenko, chairman of the board of directors of Kaskad Family. According to him, before the KSK “Rus” was built, Seleznev's horses were based in the Olympic training and sports center “Planernaya”, a few kilometers from Moscow along the Novoskhodnenskoye highway. “People who are backbone for the complex are beginning to think more and more about creating their own bases,” notes Valery Mishchenko. "The same logic can be traced in the story of Rus." Gennady Seleznev himself refused to answer Ko's questions.

Horse maintenance is expensive. It costs about 60,000-80,000 rubles to stay. per month plus the cost of a groom (trainer to keep the horse in shape). On average, a good club turns out at least 100,000 rubles. monthly. Considering the not very favorable location (the south is not the west and not the north), staying in "Rus" should be cheaper. “This is a good complex, built by missionaries who would like to be related to sports,” says Georgy Dzagurov, CEO of Penny Lane Realty. - But the place was not quite right. The presence of vacant land in the vicinity would increase their capitalization. Could build cottage villages or townhouses, as it is done in KSK "Otrada" or "New Age". But there are no free fields in the vicinity of "Rus". "

250 hectares are 303 football fields put together, so in "Rus" there is no feeling of a crowd. On the contrary, the lack of audience is felt. With half-empty stands, Western competitions were also held in the main arena at the end of May. "KSK" Rus "is one of the most ambitious equestrian sports projects of recent times, huge investments (the sum of 3 billion rubles was mentioned - note" Ko "), - says the owner of one of the small equestrian clubs. - On its territory there are several separate sports complexes for different types sports, construction of a hippodrome is planned. "

The construction of one arena costs at least $ 5 million. Six in "Rus" have already been built. “They were erecting them in a hurry, in a hurry to the competition, - the interlocutor of“ Ko ”notes. - Two weeks after the opening of the "Vivat, Russia!" (part of "Rus") the plaster of the new complex has already started to fall off. And now they continue there construction works... In some places, the money is simply buried in the ground: either their hotel will slide into a ravine, or the parade ground will be washed away. The real estimate of the project can be doubled. "

What does Orlov have to do with it?

Ambition of Mr. Malchevsky is over the edge. The National Equestrian Park "Rus" positions itself as the largest theme park in Russia for amusement and recreation, located in the former estate of Count Alexei Grigorievich Orlov-Chesmensky. The story is also beautiful with the Orlov trotters and the Russian horse, bred at the count's stud farms. However, no connection between Orlov and KSK, except for the name of the village Orlovo, next to which the park is located, could not be found. Alexey Grigorievich was born in the Tver province, his stables were located near Strelna, not far from St. Petersburg, and after retiring the count lived in Moscow. His noble estate "Neskuchnoye" is now part of the TsPKO im. Gorky, and the Khrenovsky stud farm, where horses were bred, was located in the Voronezh region. We can talk about the estate "Ostrov", which belonged to the count and is located a few kilometers from the KSK. Indeed, a large stud farm was founded there in the 18th century. But the first experience was unsuccessful. Thoroughbred horses, not adapted to stalls in enclosed spaces, died. There are quite a few similar inconsistencies in Malchevsky's biography.

Moskvich, graduate of the Moscow Aviation Technical Institute. K.E. Tsiolkovsky (mechanical engineer), after graduation he worked for three years at the defense NPO Fazotron. In 1990, Malchevsky became the commercial director of the Rehabilitation-F cooperative, created The Russian Foundation mercy and health, and a year later he founded his own small enterprise "Bios" for the production of equipment for people with disabilities.

The career of Andzhdey Malchevsky changed abruptly in 1995. First, he became the first deputy general, and a year later, the general director of the Moscow-based Kartontara OJSC in Tekstilshchiki. Sources of "Ko" say that his partners in this project could be the notorious bankers, the father and son of Krestina, associated with the bankrupt KB "Moscow Capital", from which he bought Mosoblbank.

"In the process of reforming, Malchevsky brought the enterprise (" Kartontaru ". - Approx." Ko ") from Moscow to the Astrakhan region, where it operates to this day," says the website of his holding Finholcom. However, these are just words from the site.

Cardboard banker

Kartontara is a subsidiary of OJSC South-Eastern Industrial Company KT (YuVPK), which is associated with the ex-co-founder and CEO of Moscow Capital Bank Viktor Krestin and his son Roman (deputy CEO of the same bank). Among the founders of YuVPK, as it was possible to find out “Ko”, there was a certain LLC “Capital-Region XXI century”. Anna Dunaeva was listed as its general director. The same LLC was the founder of the Moscow Capital Commercial Bank. "Ko" failed to find out what relation Anna Dunayeva has to the ex-co-owner of "Finance Business Bank" Leonid Dunaev and his brother, General Director of the Management Company "Project" Alexander Dunaev, suspected of involvement in the attempted theft of 120 real estate objects in Moscow. The other suspects in this case were one more former co-owner"Finance Business Bank" Alexey Bolotin, ex-head of the Moscow department of the Federal Property Management Agency Anatoly Shesteryuk, Viktor Krestin and Mikhail Bashmakov, who was the bankruptcy administrator of "Moscow Capital".

According to the investigation, officials of the Federal Property Management Agency issued expensive objects state real estate in the management of controlled abandoned state-owned enterprises that do not have property and personnel, and then alienated them with the help of Moskovsky Capital Bank under the guise of paying debts. But the investigation failed to prove their guilt. "Objective evidence proving the involvement of the defendants in the commission of this crime has not yet been received," the investigating authorities said. It was decided to withdraw the historical buildings from the case into a separate production, and now "unidentified persons" appear in it. But Shesteryuk and Krestin went on trial on charges of stealing three gas stations near Moscow and land plots under them.

The purpose of the withdrawal of "Kartontara" from Moscow was the territory under industrial enterprise, but it still remains undeveloped. OJSC "South-Eastern Industrial Company" KT ", of course, together with land plot, was sold to PPF Real Estate Holding (a subsidiary of the Czech PPF Group) only in 2012. Nothing is known about the activities of Kartontara in the Astrakhan Region.

For two years, from 2004 to 2006, Malchevsky worked in the State Duma apparatus, where he became friends with Gennady Seleznev. Information about his activities, posted on the website of the lower house of parliament, is extremely sparse. Presumably, he could hold the position of assistant to one of the deputies. Suddenly, in 2006, Andrzej Malczewski decided to change the type of activity and, together with former top managers of the United Transport Bank, in particular with Viktor Yanin, bought Mosoblbank.

It is curious that the previous owners of the MOB were Victor and Roman Krestin. In 2005, they sold their shares to the "group individuals", According to expert estimates, for about $ 4 million, and a year later the bank's shareholders were the structures of Andrzej Malczewski. This is how the foundation of the Finholkom-group banking holding appeared. Later, Inresbank, Contrast-Bank and Finance Business Bank became part of the Finholcom. The last two banks were bought from Leonid Dunaev and Alexei Bolotin, associated with the Krestins.

Philanthropists

Andrzej Malczewski is vain. “An avid hunter and horse lover, a philanthropist with an equestrian Orthodox accent,” a businessman who knows him says about him. Several years ago, the banker established the St. Tryphon National Charitable Foundation, in which he headed the board of trustees. Among the recognizable faces of the council are State Duma deputy Alexei Mitrofanov and Gennady Seleznev. Priority areas of activity - "the revival and development of primordial hunting traditions, the preservation and improvement of the quality of hunting and fishing grounds, the organization of excursion and tourist work." Naturally, plus the charity itself.

Another thing is interesting: the foundation lives and works at the expense of grants. “The award grant (...) is one of the main tools for implementing charitable activities fund. The fund's granting system is based on collecting donations from benefactors and distributing them among the recipients by collegial consideration of applications submitted by applicants by a specially formed commission, according to the fund's website. - The merits of benefactors (donors) in accordance with the contribution made are marked by the decision of the committee with a corresponding diploma and an honorary sign (order) - the cross of the Holy Martyr Tryphon of three degrees. " Speaking in Russian, the more money a benefactor paid, the more chances he has to receive an order from the foundation.

The money goes to various charitable programs, and they are distributed by the same award committee. For example, for the construction of the Barsuchok family recreation center in the Tula region. Prices for rest there, by the way, are rather big. The cost of a double room starts from 4000 rubles. a day, a presidential four-seater costs 15,000 rubles. And such a recreation center is not the only one. Other assets include the Vliyatelny motor ship, Yary breeding nursery, Dolgolugovskoye dog training center, Ves hotel, Krechet LLC and the Gusiny Ostrov recreation center. Coincidence or not, but while working on the material, the website of the charitable foundation with detailed information about its activities was closed for reconstruction ...

Chest in crosses

Passion for all kinds of titles and orders is the weak point of Mr. Malchevsky. He is the owner of the Order of Peter the Great I degree, the Order of Lomonosov, the Order of the Patron of the Century, the Order for the Preservation of the Cultural Heritage of Russia, the Order of St. Andrew the First-Called "For Mercy and Generosity," "," For contribution to development local government"And some other commemorative medals. He has the cross of the Russian Cossacks "For the faith and service of Russia", the breast cross "Cossack glory", the breast cross "For services to the Central Cossack army", the certificate of honor for services and great contribution to the development and strengthening of the Russian state, region "70 years of Victory in the Battle of Stalingrad" and even a commemorative sign and gratitude of the parliament Chechen Republic... For what merits are all these awards?

The Order of Peter the Great is awarded to citizens for selfless deeds, courage, courage and heroism displayed in the performance of military, official and civic duties, for high achievements in government, production, research, social, cultural, public and charitable activities. This insignia was established by the Academy for Security, Defense and Law Enforcement (ABOP). But law enforcement agencies have raised claims to the activities of the academy itself. They suspected the organization of distributing their orders and medals for money. “The ABOP and the national committee, contrary to the current legislation, established 73 types of identical state awards, including orders, medals, badges, and also established academic degrees, introduced uniforms similar to military uniforms, as well as military ranks ...” the Prosecutor General's Office said in a statement. - ... Samples of diplomas and certificates issued by the academy are similar to diplomas and certificates of the state standard, which does not exclude their use as such ... ". All this, according to the prosecutor's office, "... creates conditions for manifestations of corruption and discredits the state power ..." Annual budget ABOP amounted to about $ 1 million. In December 2008, all orders and medals that were declared invalid were removed from the organization's office on Sadovaya-Kudrinskaya Street. The Lomonosov Order was also established by the ABOP. Paradoxically, both the Order of Lomonosov and the Order of Peter the Great still appear in the official biography of Malchevsky.

The founder of the order "Patron of the Century" is unknown, but this is the name of the international charitable foundation, the website of which is not loaded, and the phones indicated in the directories are not serviced.

The organizations that established the Order of the Holy Apostle Andrew the First-Called "For Mercy and Generosity" and "For the Preservation of Cultural Heritage" are still working. This is a charitable foundation for the support of young talents "Runway" and the Central House of Actor. A.A. Yablochkina. The memorial sign "70 years of Victory in the Battle of Stalingrad" is a distinctive sign of belonging to participation in a grandiose battle. But what does a banker born in 1963 have to do with this? And what services does Malchevsky have to the Central Cossack army?

“My competence included general management of the Central Cossack Army, including orders for awarding. But I haven’t heard anything about the performance for the Cossack crosses (“Cossack Glory” and “For Services to the Central Cossack Army.” - Approx. “Ko”) by Andrzej Malchevsky, - said to “Ko” a member of the army board, Cossack Colonel Vasily Soloviev. "There was no such order for the army, but unscrupulous employees could reward without wide publicity." According to him, the government abolished all Cossack awards on September 1, 2011 (they are now invalid) and put into circulation only a small list of orders and crosses that are awarded to the recognized Cossacks. All awards are now strictly regulated. “It is not excluded that the foreman of the farm Cossack society“ Nagatinsky Zaton ”Mikhail Kozlov may be involved in this story,” suggests Vasily Soloviev. “His son worked at Mosoblbank”. The colonel did not remember the details, but Dmitry Mikhailovich Kozlov, possibly the son of the foreman of the Nagatinsky Zaton, worked as a manager in the additional office of the bank "Na Ferghanskom". Mikhail Kozlov did not answer Ko's questions, stressing that he was “not personally acquainted with Malchevsky himself.”

Perhaps one of the few real awards can be considered the President's gratitude "For the achieved labor successes, many years of conscientious work and active social activity." Although this is a rather controversial wording, given the problems that Mosoblbank faced two and a half years ago.

Banking crisis

In November 2011, the Moscow Territorial Administration of the Central Bank issued an order to Mosoblbank restricting the bank's acceptance of deposits from the public. The MOB then very gracefully bypassed the ban. The fact is that the order did not apply to the bank's shareholders. The St. Tryphon National Foundation was involved in the case, donating securities to investors as a charity event. “The scheme that made it possible to bypass the regulator's ban entered the annals of banking,” says Maxim Osadchiy, head of the analytical department of BKF Bank. But from a legal point of view, it was impossible to find fault with the bank.

Two years ago, Andrzej Malczewski pretended to retire. He transferred control of the bank to his son Alexander. So, Malchevsky Jr. became the owner of 80% of the shares of the Republican financial company(RFK), which owns 74.19% of the bank. At that time, 28-year-old Alexander was already president of the RFK banking holding, headed the RFK supervisory board and was a member of the board of directors of Mosoblbank.

At the end of last year and the beginning of this year, the bank's problems increased. According to Maksim Osadchy, the MOB approached the dangerous line according to the N1 standard. But then the owners found a way out how to improve the indicator: at the expense of “gifts” from shareholders. In 2013, Mosoblbank was the leader in this indicator, its income due to "gifts" increased by 11.4 billion rubles, and the previous year the bank's figure was 0.7 billion rubles. Growth 16 times. In the first quarter of 2014, income from property received free of charge amounted to 2.8 billion rubles. If we compare it with the profit before tax (2 billion rubles), it turns out that the loss, excluding “gifts”, would have amounted to 0.8 billion rubles. This usually occurs, as a rule, in the form of a transfer of real estate, which is valued higher market value and is most likely acquired with creditors' funds. In fact, all these figures speak of pumping up the bank with capital.

The central bank came to its senses, and a check came to the MOB. When the Central Bank saw what was happening there, they were horrified. It was discovered about 60 billion rubles. Attracted from depositors, but not reflected in the balance sheet. As of May 1, on the balance sheet the volume of attracted funds of individuals is 17 billion rubles. The funds were not reflected thanks to the work of a special macro, which in the evening of the day when the citizen's funds were placed in the deposit, automatically terminated - supposedly at the request of the depositor - the contract and entered into another, for example, for the purchase valuable papers and some companies associated with the structures of Malchevsky (Republican Financial Corporation, which includes Mosoblbank and Inresbank; Republican Microfinance Agency, etc.). This "fresh" scheme allowed the bank, despite the Central Bank's restrictions on the amount of funds raised from citizens, to finance non-core business - KSK "Rus", the National Fund of St. Tryphon with a falconry training program, development projects, hunting grounds, etc.

You can't go bankrupt

As a result, the Central Bank decided to sanitize the MOB with the help of the "SMP Bank" of the Rotenberg brothers. It will cost him 94 billion rubles. They will be allocated for ten years at 0.51%. “When I saved Rossiyskiy Kapital of about the same size as Mosoblbank, they gave me 8.5 billion rubles. at 6% per annum. And then, four months later, the bank was taken away, ”recalls the founder of the National Reserve Bank, Alexander Lebedev. Why did the MOB still decide to sanitize, and Andrzej Malczewski is still at large?

The first and, apparently, the main reason is the need to help the Rotenberg brothers who have come under US sanctions in connection with the Ukrainian events. The second is the deficit in the reserve fund of the Deposit Insurance Agency (DIA). The size of the fund as of May 7, 2014 is 195.7 billion rubles. If we subtract the formed reserve for payments for already occurring insured events, the DIA still has 157.6 billion rubles. Hence, minus 60 billion rubles. Promised to Crimean investors. In total, less than 100 billion rubles, and the revocation of licenses continues. The bankruptcy of Mosoblbank would have emptied the DIA's "piggy bank".

The third reason that could soften the attitude towards the bank is the exemplary behavior of the owner. Mr. Malchevsky began to actively cooperate with both the Central Bank and the DIA. He even made a statement about his readiness to compensate depositors for lost money in the event of force majeure. The bank's management and owners refused to communicate with Ko during the preparation of this material. But it looks like the relationship between them has become tense.

In one of the latest statements, Malchevsky is indirectly trying to blame the bank's top managers for the incident. “The distortion of reporting by the governing bodies misled the regulator, but could not harm creditors and depositors, since the assets of the Republican Financial Corporation were enough to cover the debt,” his open letter says. The prehistory of the reorganization is also told there. “On April 30, 2014, Finholkom-Group took possession of 70% of shares in the authorized capital of Republican Financial Corporation OJSC and, accordingly, gained control over Mosoblbank. After examining the state of affairs, on May 5, we instructed to correct the organization's reporting and apply to the DIA GC with a request to reorganize the bank (by providing a sufficient amount of assets) to provide a loan to the rehabilitating organization, ”the document says.

It is difficult to imagine that the business owner was not aware of the withdrawal of depositors' funds from Mosoblbank in the amount of RUB 60 billion, especially since this money remained in the holding's structure. “After the disclosed schemes for withdrawing deposits, a lot of interesting things were discovered there,” says a representative of SMP Bank. "For example, inadequate asset valuation." However, according to him, the bank has a written assurance from the former shareholders of Mosoblbank that there are "some significant assets that can be used to correct the situation in the bank." SMP Bank is now thoroughly checking all documents, and they do not exclude that they will find something new and unexpected. The situation may turn out to be worse than originally anticipated.

Thus, the owner of Mosoblbank, still unknown to the general public, can not only enter with his schemes for attracting depositors to the annals of banking, but also interest the investigating authorities. It is clear that, most likely, SMP Bank will correctly dispose of the assets of the National Fund of St. Tryphon, KSK Rus, and everyone else that was part of the Finholcom group. Moreover, the family of Boris Rotenberg is also not indifferent to horses. His second wife, Karina Rotenberg, is currently the head of the Moscow Equestrian Federation. So KSK “Rus” may have a good future.

Other prisoners tried to save the banker

Founder of Mosoblbank, convicted of fraud Andrzej Malczewski on the night of June 16, 2018. Shortly before this, a bedridden patient applied for parole. The court refused him with the wording: "Does not work in a correctional institution." According to one version, Andrzej died of meningitis.

Help from MK: “Andrzej Malczewski was arrested. According to the investigation, he and his son Alexander withdrew funds from the balance sheet of Mosoblbank, cashed and stolen.

In April 2016, Andrzej Malczewski was sentenced to four years in prison and a fine of 400 thousand rubles. Malchevsky did a lot of charity work, supported the development of equestrian sports. Has a gratitude from the president. "

This is the very sad case when we knew about a possible tragedy, but could not prevent it. In November last year, MK received a letter from a convict at colony No. 6 in the Ryazan region. He wrote not about himself, but about the banker who was serving his sentence there.

“A man is sitting with me, you should know him, this is Andrzej Malczewski. He is in critical condition, fading away before our eyes. They brought him to this. "

The author of the lines did not indicate any details, he only reported that the banker was officially in bed. That is, he could not even go to the daily lines, let alone work. However, the court refused to grant him parole, referring to the fact that Andrzej did not work behind bars. “This is absurd! Help him! To be released on parole is the only salvation for him, he will not survive here, ”the letter said.

Alas, with parole there are also not such crazy stories (there was, for example, a case when a judge refused a person who had been in prison for 10 years with the wording “not enough time has passed for him to correct himself” or when a minister of Themis simply wrote “the court did not convince, that he embarked on the path of correction "). But the newspaper was unable to influence the judge's decision on the parole issue. Six months have passed since the letter was received, and Malchevsky died.

On June 12, he felt bad, - says a source in the Federal Penitentiary Service for the Ryazan region. - He was hospitalized in a hospital at the colony. And there he died three days later.

But from what exactly? What kind of ailment did he have? The jailers do not answer this question.

He had arthrosis, - says Alexander K., who was serving a sentence in the same detachment with Malchevsky. - But they do not die from this. And then he was diagnosed with meningitis and began to feed him with pills. He considered his criminal prosecution to be ordered, said that it was the work of influential people who took away all his companies and banks (he had a whole holding). He was also afraid of them behind bars.

V Federal Service execution of sentences promise to conduct a check on the death of the banker. In the meantime, his lawyer says there are no signs of a violent death.

Biography

Andrzej Ryshardovich Malchevsky was born on May 6, 1963 in Moscow. Mother - Malchevskaya Tatyana Vasilievna worked as the Chief Expert in the USSR State Committee for Science and Technology (GKNT USSR). Father - Malczewski Ryszard, citizen of the People's Republic of Poland, held leading positions at enterprises of the electronics industry in Poland, graduated.

On February 28, 2012, by the decision of the Presidium of the Russian Academy of Natural Sciences, he was elected a Corresponding Member.

Banking

Thanks to interaction with regional administrations, by 2010, at the very "peak" of the crisis, Mosoblbank deployed a network of 347 different structural units... Largely due to constant geographic expansion, in September 2009, the National Rating Agency (NRA) assigned Mosoblbank an individual credit rating at the A- level (high creditworthiness, third level), and in 2010 it raised the individual credit rating of Mosoblbank to the level A "(high creditworthiness, second level). In August 2013, NRA raised the credit rating of Mosoblbank to 'A +'.

In mid-November 2011, it became known that the Central Bank of Russia issued an order to Mosoblbank limiting the acceptance of deposits from citizens for six months, except for the bank's shareholders. However, Mosoblbank bypassed this decision and gave own shares for a symbolic amount to each depositor.

In 2012, Malchevsky transferred control of the bank to his son Alexander.

By April 2014, Mosoblbank was among the top 100 banks in Russia in terms of such indicators as net assets, net profit, capital and loan portfolio... For each of the indicators, after the acquisition by Malchevsky, the bank rose by several hundred positions.

In 2013, Kuban Finance Business Bank became part of FINHOLKOM-GROUP.

In May 2014, he ceded control over the banking holding Republican Financial Corporation, including all of its companies and banks, as well as CB Finance Business Bank LLC, to the owners of SMP Bank, Arkady and Boris Rotenberg.

The sanator was allocated more than 100 billion rubles, which significantly improved the position of the SMP Bank itself, which fell under Western sanctions and lost most of its depositors. Also, thanks to the reorganization of Mosoblabank, SMP Bank managed to bypass the ban on working with international payment Visa systems and MasterCard.

On June 17, 2015 it became known that the Investigation Department of the Ministry of Internal Affairs of the Russian Federation had brought charges of special major fraud Andrzej Malczewski and his son Alexander Malczewski. According to the investigation, Andrzej and Alexander Malchevsky withdrew funds from the balance sheet of Mosoblbank, then cashed and stolen. According to law enforcement agencies, we are talking about the amount of about 70 billion rubles. Andrzej Malchevsky was detained, and charges were brought against Alexander Malchevsky in absentia.

On April 29, 2016, Andrzej Malczewski was sentenced to four years in prison and a fine of 400,000 rubles.

National Equestrian Park "Rus"

One of Malchevsky's socially significant projects is to support equestrian sports and the development of Para-Equestrian sports in Russia and its regions. In 2012, Malchevsky began financing the construction of the National Equestrian Park "Rus" in the village of Orlovo, Leninsky District, Moscow Region, which, according to the idea, should become the largest sports and leisure cluster in Europe focused on the development of equestrian sports. The park is being built in stages; it is planned to build equestrian arenas, a sports school, a circus, a museum and a zoo.

Since 2012, equestrian events have been held on the territory of the Park in all Olympic, Paralympic and several non-Olympic disciplines of the international level.

In 2013, a children's and youth sports school and a hippotherapy department were opened in the National Equestrian Park "Rus". A Paralympic Dressage team has been formed in the Park, as well as the strongest in this moment driving team in Russia.

Since 2014, on the territory of the Park, it has become possible to hold competitions in all Olympic types of equestrian sports, both in the open air and in a closed winter arena. The complex "Vivat, Russia!"

In July 2014 in the complex "Vivat, Russia!" the first in the history of Russia paralympic international dressage competition took place.

In 2014, a complex of structures and monuments was laid on the territory of the park, united under a single project aimed at the patriotic education of youth. In particular, the only memorial in Russia "Glory of the Russian cavalry" was opened in May, the Obelisk "To the Warriors of the First World War" in August, and on November 3 a monument to the "People's Militia of 1612". In addition to the memorial part, the complex should include the military-patriotic site "Peresvet".

Also in 2014, at the initiative of Malchevsky, a multi-page work was published describing the history of the creation, development and major victories of the Russian cavalry - “Russian cavalry.
